Westminster – New Homes and Infrastructure in Central London

Hunters have been appointed as lead architects for the Church Street Regeneration Sites B and C, located just off Edgware Road. The project will deliver a transformative mixed-use neighbourhood comprising circa 700 new homes, 50% of which are affordable, alongside shops, workspaces, and substantial new market infrastructure designed to strengthen the long‑term success of Church Street Market.

The area is defined by an exceptionally strong community spirit. Anchored by the popular Church Street Market, generations of local families and a rich cultural diversity create a vibrant and distinctive character. There is a significant shortage of affordable, family-sized homes, and much of the existing housing stock no longer meets the needs of contemporary or future living. The affordable housing will have an emphasis on social rent.

Collaboration from Stage 1

Hunters is working closely with Westminster Council and co-design specialist ImaginePlaces to ensure that local voices shape the future of the neighbourhood. From Stage 1 of the project, extensive engagement, residents’ experiences, market traders’ priorities, and aspirations have been central to the evolving proposals – ensuring the changes support those who live and work here. This is a unique collaboration at such an early stage of the design process and provides a platform for key stakeholders to help shape the design brief, not just the design outcome.

Hunters will lead the design of Sites B and C, two key components of the wider Church Street Masterplan, building on the momentum established by Site A, which is currently under construction. An inclusive, co-designed approach underpins the proposals, helping to strengthen the area’s identity while ensuring meaningful participation from its diverse communities.

Supported by ImaginePlaces, Hunters will help realise Westminster City Council’s long-term vision – more affordable homes for local people, healthy lives, a stronger community and a cleaner / greener Church Street.  

Highlights

Shaped by extensive consultation with residents, traders, and stakeholders, the emerging masterplan includes:

  • Over 700 new homes

  • New pedestrian-priority street
  • Extensive tree planting and landscaping
  • A safe, secure, and inclusive public realm
  • Homes designed to support a wide range of ages, incomes, and lifestyles

Construction on Sites B and C is anticipated to begin in 2030.
